ABSTRACT
The European energy system is in the process of being reformed and redefined so that, in an international context, national energy capacities become inherent elements of global diplomacy.
In recent years, the former Soviet states of Eastern Europe have begun an extensive process of Europeanization and democratization, redefining concepts such as public policies and national security.
Thus, the strategic considerations from the energy point of view determine factors of the regional security complex and the transition process. This article will provide a broad perspective on the energy diplomacy capacity of Eastern Partnership (EaP) states. The main goal is to determine the structure of the diplomatic model of EaP and the degree of dependence in the implementation of public policies in the field of energy, using the theory of the regional security complex and the structural theory of linkage and leverages
The first part will address general considerations on niche diplomacy, such as behaviour within the regional and international system of states, the interaction between countries and stakeholders of the energy industry, and the implications of energy diplomacy and energy dependence. The second part
includes studies on topics associated with international relations, the unitary approach of these analyzes being made with the help of realistic theoretical tools.
This study is extremely relevant in the context of the energy security in EaP countries, and the impediments of the process of integration and association. Moreover, from the point of view of regional security, this analysis will contribute to understanding the strategic mechanisms of the EaP, as energy
development projects contribute to changes in the vector of the foreign policy of the member states.
